supply of - erdmp audit and certification 

BRIEF SCOPE OF WORK & TECHNICAL SPECIFICATIONS

Scope includes:

·         Job includes Audit & Certification of ERDMP as per PNGRB.

·         TPIA should be accredited by PNGRB.

·         Certification must follow PNGRB guidelines.

·         Technical criteria must be followed.

Technical Criteria :

A. Auditor must have 15+ years Oil & Gas experience.
B. Auditor must have done minimum 5 ERDMP audits.
C. TPIA must have 15 audits in last 3 years.
D. PNGRB Accreditation is mandatory.

Vendor must submit:

·         Auditor experience certificates

·         TPIA turnover, experience, international exposure

·         TPIA audit performance record (last 3 years)

SPECIAL TERMS & CONDITIONS

1.     Bidders must study conditions thoroughly.

2.     Estimated job value is not disclosed.

3.     Bidder must upload Bid Security Declaration.

4.     All taxes, duties, loading/unloading, installation, freight etc. must be included in the quote.

5.     No extra claims shall be accepted after quote submission.

BIDDER ELIGIBILITY CRITERIA

4.1 Technical Criteria (GeM Standard – Uniform Bid Qualification)

For Services:

Vendor must have completed similar works in the last 3 years:

Similar works include:
“Audit & Certification of ERDMP for any PESO approved LPG Plant/Depot.”

Documents required :

·         P.O / WO copies

·         Completion certificates

·         Turnover certificate

·         GST, PAN

·         TPIA accreditation & auditor qualification

FINANCIAL ELIGIBILITY

·         Minimum Average Annual Turnover = 30% of Estimated Value

·         Estimated value is ₹516,846 (incl. GST)

·         So required AAT ≈ ₹155,054

·         Must upload audited balance sheets or CA certificate.

Net Worth: Must be positive.

EMD: Not applicable

Security Deposit: Not applicable

 EVALUATION METHODOLOGY

·         QCBS NOT used

·         Evaluation is on Overall Lowest Cost Basis (100% financial L1).

·         Technical evaluation is qualifying only.

 OTHER SPECIAL TERMS & CONDITIONS

1.     Must follow PNGRB & BPCL rules.

2.     Auditor must be of highest standards.

3.     Price must include travel, boarding, lodging, conveyance, delivery & certification.

4.     All tender conditions remain unchanged.

5.     BPCL may re-schedule or cancel job.

6.     No idle-time charges allowed.

7.     Standby manpower, tools, and hardware must be arranged by vendor.

8.     Comprehensive responsibility for safety compliance.

9.     1-year warranty for Door Frame Metal Detector (if applicable).

10.                       Vendor must accept GCC, GPC, and other BPCL policies.

11.                       Replacement of contractor permitted if vendor fails repeatedly.

BPCL’s right to terminate contract immediately:

·         Unsatisfactory performance

·         Delays

·         Violations

·         False declarations

DECLARATIONS REQUIRED FROM BIDDER

Vendor must submit declarations for:

·         Not blacklisted

·         Not under liquidation / receivership

·         Holiday listing

·         Land border compliance

·         Social media policy of BPCL

·         PPLC policy

·         MSE/CA Certificate

·         Information regarding bidder

·         Integrity Pact
