✅ 1. ELIGIBILITY (Pre-Qualification Criteria)
A CA Firm
must meet ALL the following:
Mandatory Eligibility
- Empanelled with C&AG for FY 2024–25.
- Partnership CA Firm with at least:
- 2 Partners, and
- 1 FCA (Fellow Chartered
Accountant).
- Must have PAN & GST
Registration.
- Must NOT be blacklisted
(self-declaration mandatory).
- Minimum Average Turnover
(last 3 years): ₹10 Lakhs.
- Minimum 10 years of firm existence.
- Must have completed at
least 3 audit assignments in J&K in last 3 years for:
- Govt. Autonomous Bodies
- PSUs
- Govt. Departments
- Must have Head/Branch
office in J&K for minimum 3 years (as of 01.04.2025).
- Adequately trained staff
must be available.

audit fee (per year).
- Fee must be inclusive of
TA/DA, travel, out-of-pocket expenses.
- GST will be paid extra at
actual rates.
- Work includes mandatory
visits to all districts.
