1. Basic Eligibility
- Must be a CA Firm registered with ICAI.
- Must have PAN and GST Registration.
- Must have Head Office / Branch Office in Raipur
(Chhattisgarh).
- Must be in continuous operation for minimum 5
years after ICAI registration.
- No disciplinary proceedings pending against
firm/partners.
2. Mandatory Empanelment
- Must be empanelled with C&AG (valid
certificate required).
- Firm/partners should not be debarred by C&AG
or ICAI in last 5 years.
3. Financial Eligibility
- Average Gross Professional Fees ≥ ₹25 lakhs in
last 3 financial years (FY 2022-23, 2023-24, 2024-25).

4. Experience Requirements
- Must have experience in handling accounting
& financial services, including finalization of accounts of at least
three (3) PSU / Central Govt. / Central Autonomous Bodies in last 5 years.

- Additional scoring if experience includes Government
Autonomous Educational Institutes (see Annexure A Page 13).
5. Partner & Staff
Requirements
- Must have minimum 2 partners.
- Must have minimum 3 qualified CAs (partners +
staff).

- Should have paid staff / articled assistants (as
per firm letterhead).
6. Other Mandatory Requirements
- Integrity Pact signing mandatory (Annexure C).
- Must submit all documents — COI, COP, Income Tax
returns, work orders, staff details.
7. EMD / Estimated Cost
- EMD: ₹26,000 (Page 5).
- Estimated Annual Cost: ₹13,00,000 including
taxes (Page 5).
