1. Eligibility (Key Points)

(Ref: Pages 1–2)

·         Firm must be Odisha-based CA firm.

·         Minimum 2 years Government audit experience.

·         Minimum 1 FCA + 4 audit assistants.

·         Must not be blacklisted.

·         Valid GSTIN, PAN, Establishment Certificate.

·         Submit ITRs for FY 2021-22, 2022-23, 2023-24.

·         CAG empanelled certificate required.

·         Average turnover requirement (as per evaluation table):

o    ≥ ₹20 lakh turnover gets 10 marks.

2. Scope of Work

(Ref: Page 5)

·         Audit of 297 GPLFs in Keonjhar district.

·         Audit fees to be quoted per GPLF per year (inclusive of all taxes).

·         Audit will be conducted at GPLF points, transportation cost borne by bidder.

3. Bid Submission Requirements

(Ref: Pages 2–3)

Technical Bid must include:

·         CAG empanelment certificate

·         Establishment certificate

·         Rs. 15,000 security deposit proof

·         Tender paper cost: Rs. 1,000

·         ITRs for 3 years

·         Financial statements for 3 years

·         GST returns

·         Non-blacklisting declaration

·         Details of CA, staff, office

·         Experience & supporting documents

·         Annexure-1 details

Financial Bid:

·         Quote audit fees per GPLF per year (including all taxes) for 297 GPLFs.
