 Request for Proposal (RFP) Request for proposal (RFP) is invited from CAG empanelled Chartered Accountant firm for Compilation of financial statement of JSHB in Accrual Based Double Entry Accounting system (ADBEAS) for FY 2018-19 to FY 2022-23. Interested CA firms may download further details from Jharkhand procurement (e-procurement) website: https://jharkhandtenders.gov.in. The last date of receipt of proposal is 05.12.2025 upto 3:00 PM. The MD, JSHB reserves the right to accept or reject any or all bids without assigning any reasons therof.

Basic Eligibility

• Must be a CAG-empanelled CA firm (as on bid due date).
• Must be ICAI registered and operating in India for minimum 10 years.
• Must have minimum 5 years’ experience in accounting & financial management.
• Must not be blacklisted/debarred in last 3 years.
• Joint ventures not allowed.
• Must have at least 2 CAs (partners/employees).
• Must have Head Office/Branch Office in Jharkhand.

2. Financial Eligibility

• Average consultancy turnover ≥ ₹50 lakh per year in last 3 FYs (2022-23, 2023-24, 2024-25).
• Must submit audited statements (provisional allowed for FY 2024-25 with GST returns).

3. Key Conditions

• Must submit all documents as per RFP forms.
• Technical evaluation requires minimum 70 marks for financial bid opening.
• Selection method: LCS (Least Cost Selection).
