IHMCL seeks to appoint an Acquirer Bank to implement and operate a FASTag–ANPR-based Multi Lane Free Flow (MLFF) tolling system at Madanpur Fee Plaza (Assam, NH 31/New 27) on a Fixed Transaction Fee Model.


Tender Fees & Bid Security

·         Tender Fee: ₹25,000 (non-refundable)

·         Bid Security (EMD): ₹30,00,000

·         Via Bank Guarantee / NEFT/RTGS

·         Mandatory submission — bids without these are rejected.

 

Eligibility & Pre-Qualification

1. Bidder Eligibility

·         Must be one of the following:

o    Scheduled Commercial Bank (RBI notified), or

o    Payments Bank (RBI notified), or

o    Scheduled Commercial Bank already providing FASTag Acquiring Services (NPCI certified).

2. Must have NPCI Acquirer Bank Certification, OR submit an undertaking in format T-4.

3. System Integrator (SI) Eligibility

·         SI must be registered in India (Companies Act / LLP Act).

·         If SI is foreign and from a land-border-sharing country, it must have GoI approval (GFR-144 rule).

·         SI must sign an exclusive MoU with the bidder (cannot work with more than one bidder).

4. Bidder and SI must not be blacklisted/debarred by any Government entity/PSU in India or   abroad.

5. OEM (Equipment Manufacturer) Eligibility

·         OEM must not be from land-border-sharing nation unless registered with GoI.

·         Product should not be end-of-life/end-of-sale.

·         OEM must have minimum 3 years experience in the product line.

·         Must provide 24×7 technical support in India.

·         All equipment must comply with Schedule-C technical specifications.

6. Other Restrictions

·         No JV/Consortium allowed.

·         Only one bid per bidder.

·         If two bidders propose the same SI, both bids are rejected.
